Michigan Health Connect (MHC)
Michigan Health Connect (MHC) is the largest Regional Health Information Organization (RHIO)
in Michigan, and is composed of 56 member hospitals, connecting over 700 physician offices and
over 2,800 providers with a combination of electronic results delivery (nearly 9 million in 2011),
laboratory and radiology ordering, and referrals management solutions either directly from the provider’s
EMR system or MHC tools for paper-based offices.
Since 2011, AIM has been engaged to provide support to MHC to further their HIE implementation and ensure organizational readiness commensurate with their rapid growth and success. AIM’s consultants have provided sample project plans and have advised MHC on implementation strategies and resolving challenges. AIM’s vast experience in HIE operational start-up provided the foundation for a policy and procedure gap analysis, which resulted in the Board of Directors’ adoption of policies and procedures drafted by AIM. In addition AIM supported the development and early facilitation of MHC’s Consumer Advisory Forum, who have provided input into the privacy policy and continue to provide guidance to MHC on communicating HIE benefits to patients and consumers. In addition to the privacy policy, AIM has developed the following procedures:
- Procedures for user/provider enrollment and authentication
- Procedures and forms for patients to request non-participation (opt-out)
- Procedures for system monitoring, auditing and breach notification
