A message from AIM’s President and CEO, Gina Bianco (Perez)

Gina
Bianco (Perez), MPA AIM President and CEO
Gina Bianco has two decades of health care management experience, with the past decade focused on developing and implementing sustainable health information exchanges across the country. In 2004, she founded Advances in Management, Inc. (AIM), was engaged by the Delaware Health Information Network (DHIN) and led it to become the first statewide clinical HIE in the country. Gina’s experience has made her a leader in the HIE field. AIM has been engaged by statewide and regional HIEs in 8 states to develop their business plans, governance structures, policies and procedures, sustainability models as well as to support their technology procurements.
Gina is currently working with the Jefferson Health Information Exchange (JHIE) in Southern Oregon. In the role of Acting Director of the JHIE, she is actively involved with the region’s coordinated care organizations, commercial health plans, hospitals and physicians to develop the business case for data analytics in HIE, which will support accountable care models aimed at improving quality and efficiency while managing health care costs.
Ms. Bianco holds a Master’s Degree in Public Administration with a certificate in Health Care Administration and Bachelor of Science Degree in Business Administration and Marketing.

AIM Staff
Because every HIE and community is different, it is important to AIM to be nimble so that we can
bring the best and brightest to each project based on the needs of our client. As such, we keep a
lean organization, and work with experts across the country in various fields to ensure that the right
person, with the right expertise is on-the-job. Such individuals hold skills and proven experience in
health information technology, project management, and communications, for example.
Sarah M. Matthews, MPA Vice President, Client Services
Sarah Matthews is the Vice President, Client Services for AIM
where she manages contracts with a variety of clients and oversees
the successful completion of tasks, including project and organizational management,
report and grant proposal writing, conference/event planning, strategic planning, focus
group facilitation and evaluation. In a consulting role, Sarah has provided services for
state and regional health information exchange projects to support strategic and business
planning, policy development, implementation and sustainability activities. She has
conducted environmental analyses; facilitated strategic planning retreats for key stakeholders;
developed and managed consumer advisory committees; and written and implemented privacy and
security policies and procedures for health information exchanges. Sarah also has a proven
record of success with grant writing. On behalf of clients, she supported several applications
for federal grant funds, securing over $1.5 million toward health improvement activities in Delaware.
Prior to joining AIM in 2007, Sarah served as the Director of Planning & Policy for the Delaware Health Care Commission. She was responsible for managing short and long-term activities to implement the Commission’s Legislative directives to improve the quality of health care for all Delawareans. Sarah facilitated collaboration between public and private stakeholders on critical health policy issues related to the health workforce and delivery system, quality improvement, reduction of racial and ethnic disparities, chronic disease management, and mental health care. Sarah also directed and oversaw the operations of the State Loan Repayment Program, designed to recruit primary care, dental and mental health professionals to underserved areas of Delaware.
Sarah earned a Masters Degree in Public Administration specializing in health policy and a Bachelor’s Degree in Political Science from the University of Delaware.

Sarabeth S. Breit, MPH, CHES Program Manager
Sarabeth Breit is a Program Manager for AIM, where she plans,
develops, writes, implements and evaluates policies and procedures to meet specifications and required deliverables for
regional and state Health Information Exchanges (HIEs). With a strong background in public health, Sarabeth’s expertise
also includes adolescent reproductive health as well as maternal and child health. In a consulting role, Sarabeth
provides services for multiple state programs and projects to support implementation and sustainability
activities, including development of program materials, research, and funding development. Sarabeth has a
proven record of success with grant writing. On behalf of clients, she supported several applications for
federal grant funds, securing over $3.5 million toward health information exchange activities in Delaware
and other states. She also has an interest in website development, having developed and managed multiple client websites,
including AIM, the Delaware Health Information Network and the Delaware Oral Health Coalition.
Prior to joining AIM in 2009, Sarabeth served as a Program Officer at Public/Private Ventures, where she specialized in developing, implementing and managing universal data collection systems for health and social/civic program demonstration and replication. During her time at the Philadelphia Department of Public Health, she conducted research surrounding maternal pre-conceptual health, infant co-sleeping, and maternal tobacco use as well as conducted performance measurement audits of family planning health clinics for the city of Philadelphia.
Sarabeth received her Bachelor’s of Science in Biobehavioral Health at the Pennsylvania State University and her Masters Degree in Public Health from Drexel University in Philadelphia.

Cheryl L. Baldwin Program Manager
Cheryl is a Program Manager for AIM, where she plans,
develops, implements, evaluates and supports projects and programs for a variety of clients.
Prior to joining AIM in April of 2005, Cheryl served, over a fifteen year period, as Aquatic Director, Program Director, Professional Director and Interim Executive Director for the Sussex Family Branch of the YMCA of Delaware, where she managed staff, facilities and budgets and implemented programs and fund raising events.
Cheryl received her Bachelor of Science in Psychology and Criminal Justice from Kutztown University.
AIM is a certified Women Owned Business Enterprise in the State of Delaware.
